San Carlos City is spearheading the adoption of information technology in the barangays of the city for speedier issuance of barangay clearances.

All punong barangays and barangay secretaries were made to undergo the seminar training on “The Installation and Operationalization of the Barangay Clearance Application and Processing System” conducted by Cebu City ICT Center Barangay.Net Cebu Alliance Inc. in cooperation with the Central Visayas Information Sharing Network last March 19 to 21, 2009 at the San Carlos City Community Center.

The Barangay Clearance Application System, originally developed for the Barangay.Net Alliance and implemented in selected pilot barangays in Cebu City, is designed to meet the growing demand for barangay clearances in the barangays allowing for speedier transactions, printing of outputs, and storing records for future reference and retrieval.

The Cebu City ICT Center is headed by SP Member Roberto Cabarrubias, chairman of the ICT Committee of Cebu City.

According to SP Member Cabarrubias, Barangay Clearance Application System promotes transparency and good governance since every detail is stored on a data base that could be seen on a website. However, he stressed that the details were highly confidential and accessible only to the persons in authority like the punong barangays.

The training was facilitated by the Information Technology & Computer Services Office of San Carlos City.
